To spawn Effects in multiplayer open the "Actor Properties" of the Effects go to "Hidden" then scroll down and you will find "Role: ROLE_Athority" change "Athority" to "Simulated" then it should work BUT dont use to many Effects cause it could make the map laggy!(or it makes the map laggy)
